Furusato Monozukuri Support Project (Ise City New Product Development Support Subsidy)

①Overview: This program is administered by Ise City as the local intake window for the 'Furusato Monozukuri Support Project' run by the Regional Development Foundation (Furusato Foundation). It supports companies based in Ise City that develop new products leveraging regional resources, aiming to foster local industry, investment, and employment. Ise City's review committee first selects projects, then applies to the Furusato Foundation; subsidies are issued by the city under the Ise City New Product Development Subsidy Grant Ordinance. ②Eligible applicants: Businesses with their main office in Ise City that (1) have legal corporate status at the time of application, (2) are not in insolvency, and (3) can themselves research/develop, manufacture, or sell the new product. Disqualified: those with delinquent municipal taxes, members or affiliates of organized crime groups, businesses outsourcing the core of the development to a third party, or businesses already receiving another subsidy for the same project. ③Eligible expenses and support content: Projects developing distinctive new products with potential for commercialization/mass production. The 12 cost categories follow the Furusato Foundation Implementation Outline Attachment 1: honoraria, travel, raw materials, machinery (lease preferred), tools/instruments, outsourcing, technical guidance, industrial property right acquisition, meeting/office, personnel (≤30% of eligible expenses), PR, and other. Required documents include the review application (Form 1), review supporting documents, business overview (Form 2), business plan (Form 3-1), articles of incorporation, three years of financial statements, and a company-history pamphlet. ④Rate, cap, schedule, points: Subsidy rate is up to 7/10 of eligible expenses (Furusato Foundation 6/10, Ise City 1/10); cap is JPY 7,000,000. Implementation period: April 1, 2027 to around January 19, 2028. Application deadline to Ise City: 17:15 on Friday, July 31, 2026 (mail, counter, or e-mail). After in-person presentation review (30 min per applicant) by the city's review committee, projects scoring ≥15 from each reviewer are selected. Scoring is up to 25 base points (locality, novelty, marketability, feasibility) plus up to 10 bonus points for new tech, industry-government-academia-finance collaboration, circular economy, AI/digital productivity, completed prototype, or registration as a Furusato Tax return gift.
