Summary

①Overview: This is the Fukui Prefecture 'Subsidy for Development & Support of Excellent Industrial Waste Treatment Operators', administered by the Fukui Prefecture Energy & Environment Department, Recycling Society Promotion Division. It supports industrial-waste disposal operators who aim to obtain — or already hold — the 'Excellent Industrial Waste Treatment Operator' (優良認定) certification, with the goal of advancing recycling and waste reduction to promote a circular economy. There are three program tracks: development (EA21/ISO14001 certification), development (training attendance), and support (post-certification skill advancement). ②Eligible Applicants: Industrial-waste disposal operators with a treatment facility located in Fukui Prefecture who hold either an industrial-waste disposal license (Waste Management Act Art.14(6)) or a special-controlled industrial-waste disposal license (Art.14-4(6)). For development tracks the applicant must be motivated to obtain the Excellent Operator certification and have a credible path to apply. For the support track the applicant must already hold the certification and be actively pursuing further knowledge/skill upgrades. Religious/political organizations, organized-crime affiliates, and public-order-violating businesses are excluded. ③Eligible Expenses & Content: Track 1 (EA21/ISO14001) covers first-time audit, certification, and registration fees. Tracks 2 & 3 (training) cover travel, reference-material purchase, attendance fees, external-lecturer/consultant honoraria & travel, and consultancy contract fees. Track 3 additionally allows printing & venue rental for in-house seminars. Production equipment, raw materials, individual sales-related expenses, expenses paid before the grant-decision date, consumption tax and bank transfer fees are NOT eligible. ④Subsidy Rate, Cap, Schedule & Application Points: All three tracks have a 1/2 subsidy rate with a 200,000 JPY cap each (sub-thousand-yen amounts are truncated). A single operator may apply for both EA21 and training tracks simultaneously. Required submissions: application form (Form 1/3/4) + project plan + budget + supporting docs (training application copies, quotes, registration application drafts, lecturer credentials) + prefectural-tax non-delinquency certificate or consent form (Form 2) + consumption-tax non-arrears certificate. The grant period starts on the grant-decision date and ends at fiscal year-end. Purchases of 10,000+ JPY generally require multiple quotes.
