Fukui Prefecture Fertility-Treatment Leave Promotion Subsidy for Employers
Summary
(1) Overview: This is the Fukui Prefecture Fertility-Treatment Leave Promotion Subsidy for Employers, designed to encourage workplaces that help employees balance fertility treatment with work. Employers who formally establish at least three days per year of paid fertility-treatment leave (ninkatsu-kyuka) in their work rules or labor agreements and have employees actually take such leave receive a cash incentive from Fukui Prefecture. (2) Eligible employers: Businesses with a head office or branch located in Fukui Prefecture, registered as an employment-insurance-applicable establishment, not classified as a public corporation, religious or political body, or organized-crime affiliate, and free of serious legal violations in the past five years. They must have a written paid fertility-leave policy of at least 3 days/year and are expected to appoint a work-life balance liaison and conduct related training. The covered workers must be employment-insurance insured, work at a Fukui office, and have actually taken at least a half-day of paid fertility leave. (3) Subsidy content: Payment is a flat rate per leave-day taken: JPY 5,000 per half-day and JPY 10,000 per full day, aggregatable across multiple employees. Required attachments include work-rule excerpts, the employee's leave-request form, attendance records (timecards) confirming actual leave, and the prefecture's survey questionnaire. (4) Rate/cap/schedule/key points: The maximum is JPY 100,000 per employer per fiscal year, subject to budget availability. Applications (Form No.1) must be filed within three months after the leave date or by March 31 of the same fiscal year, whichever is earlier. The Governor reviews and notifies the result, with payment within 30 days of approval. Supporting documents must be retained for five years.
