[For Industrial Waste Collection & Transport Operators] Electronic Manifest Introduction Support
Summary
①Overview: This subsidy from Fukui Prefecture's Energy & Environment Department, Recycling Society Promotion Division, is part of the Industrial Waste Treatment Image-Up & Business Efficiency Support Project. This particular track supports industrial waste collection & transport operators who newly introduce the Electronic Manifest (electronic registration/reporting system stipulated in Article 12-5 of the Waste Management & Public Cleansing Act) in place of paper manifests, aiming to secure a stable industrial waste resource-circulation and proper-treatment system. ②Eligible parties: Operators holding a permit for industrial waste collection-transport business or special-control industrial waste collection-transport business under the Waste Management Act, with offices within Fukui Prefecture, who are motivated to improve operational efficiency and will newly utilize the electronic manifest in place of paper manifests. Operators already using e-manifest are not eligible for member-unit expansion or registration renewal. Organizations linked to organized crime, religious/political-purpose entities, and public-order-violating businesses are excluded. ③Eligible expenses: equipment purchase costs (PCs and other electronic devices needed to use the e-manifest), basic-fee usage costs (initial enrollment only) for the e-manifest service, and other expenses recognized as necessary for the project. Consumption tax, local consumption tax and bank-transfer fees are NOT eligible; amounts below 1,000 yen are rounded down. ④Subsidy rate/cap/schedule/key points: Subsidy rate 1/2, ceiling JPY 100,000. The eligible period starts on the grant-decision date; work commenced before that date is ineligible. Application bundle: Application form (Form 3), business plan, budget statement, copy of e-manifest enrollment application (pre-submission), quotation and spec sheets for the PC/equipment, prefecture-tax non-delinquency certificate or consent form (Form 2), and consumption-tax non-arrears certificate. After project completion, file the achievement report (Form 6) within one month or by April 10 of the next fiscal year (whichever is earlier); after the confirmation inspection, submit the grant-payment request (Form 7) to receive the subsidy.
