This subsidy program aims to urgently activate the circulation of existing housing in major metropolitan areas where housing prices are soaring, promoting affordable housing supply for young families and households with children. Eligible applicants are real estate agents (licensed by the Ministry of Land, Infrastructure, Transport and Tourism or prefectural governors) handling vacant or potentially vacant detached houses or condominiums in designated areas including the Tokyo, Osaka, Nagoya metropolitan regions and surrounding zones. Support covers existing housing condition surveys (5 yen/unit), renovation design proposals (3 yen/unit), and repair works (5 yen/location, maximum 15 yen/unit), with total assistance up to 23 yen per unit. The existing housing condition survey is mandatory, and eligible repairs include structural elements and utility areas identified in the inspection results. Applications must be submitted between March 23 and November 30, 2026, with completion reports due by December 25, 2026; early application is critical as the program terminates when the budget ceiling is reached.
