Decarbonization Promotion at Airports (1) Introduction Support for Renewable Energy-Based GPU at Airports
Summary
(1) Overview: Administered by the Hokkaido Environment Foundation under MOE's CO2 Emission Reduction Subsidy (Airport Decarbonization), this program supports switching aircraft parking-stand power supply from conventional APU (Auxiliary Power Units) to renewable-electricity-capable fixed or mobile GPU (Ground Power Units), contributing to Japan's 2050 carbon neutrality. (2) Eligible applicants: Private companies, local governments, general/public-interest incorporated associations and foundations, other MOE-approved entities, and finance-lease providers (joint app). Eligible airports: nationally-managed, company-managed (Narita, Chubu, Kansai, Itami), locally-managed, concession-operated, plus listed others (Chofu, Nagoya, Tajima, Konan, Amakusa, Oita-Kenoh, Yao). (3) Eligible expenses: (a) fixed GPU (stationary power, HVAC, foundations, cables, ducts, hoses); (b) mobile GPU (electric/diesel power vans, AC vehicles); (c) other Foundation-approved equipment. Costs: construction (main/ancillary/equipment/survey/testing), equipment, work, admin. APU-to-GPU projects must achieve >=50% CO2 reduction and include a renewable/biofuel decarbonization plan. (4) Rate/cap/schedule: Subsidy rate up to 1/4 of eligible expenses (1/3 for mobile GPU); cap JPY 150M (multi-year total). Application: 2026-05-21 to 2026-10-30 18:00 (must arrive); monthly batched review, ~40-day notification. FY2026 implementation completes by 2027-02-26; up to 3 fiscal years.
