Summary

This subsidy, administered by the Hokkaido Environment Foundation under the Ministry of the Environment's CO2 Emission Suppression Subsidy program, supports the conversion of dedicated airport ground vehicles (ramp-sticker vehicles, excluding forklifts and mobile GPUs) from gasoline/diesel to electric (EV) or fuel-cell (FCV) drive. The goal is to promote airport decarbonization and contribute to Japan's 2050 carbon neutrality. Eligible applicants include: (1) private companies, (2) local governments, (3) general/public-interest incorporated associations and foundations, (4) other parties approved by the Minister of the Environment via the foundation, and (5) finance-lease companies leasing equipment to (1)-(4). Joint applications by multiple entities are accepted, in which case one representative entity files the application. The applicant must be the vehicle owner, not merely the user. All applicants must sign the anti-organized-crime pledge (Annex 1). Eligible expenses are direct conversion costs for the power-train; non-power-train modifications are excluded via the formula A + C x A / (A + B). Pre-conversion vehicle purchase, identification-plate production, insurance, government-filing fees, removal/disposal costs, peripheral non-CO2-reduction options, and application/reporting expenses are not eligible. Quotations must clearly separate power-train and non-power-train items. Self-procurement requires profit elimination based on production cost. The subsidy rate is up to one-half (1/2) of eligible expenses. Period is single-year by default (FY2026 ending 2027-02-26), extendable up to three years for large projects. The public solicitation runs from 2026-05-21 (Thu) to 2026-10-30 (Fri) 18:00 JST, with monthly bundling for review. Applications via the J-Grants portal (GbizID Prime/Member required) or by email. Screening is two-stage: requirements check then expert-committee scoring on CO2 reduction, project structure, finance, airport-operator coordination, maintenance, and schedule. Standard processing time is 40 days from the deadline.
