Commerce-Tourism Startup Support Subsidy (Nakafurano Town, New System)

(1) Overview: A new subsidy created by Nakafurano Town (Hokkaido) effective FY2026-FY2028 as a 3-year time-limited measure to revitalize the central area around the tourism information center 'Ekimae BASE33' and support local economic development by backing capital investment and entrepreneurial challenges by businesses operating in or planning to start up in Nakafurano Town. (2) Eligible parties: Individuals residing or having a place of business in town who are regular members of the Nakafurano Tourism Association, or groups of three or more such persons. Political/religious bodies, organized-crime affiliates, recipients of other town subsidies, and tax delinquents are ineligible. If the operating premises is leased, the application must be submitted jointly with the property owner. (3) Eligible expenses: Two streams — [A] capital investment or new-opening publicity by businesses opening shop (tenant or kitchen-car style) at Ekimae BASE33, and [B] organizers' equipment purchase/lease and event-operation costs for self-organized events in the BASE33 area. Five expense categories: (1) machinery installation/expansion, (2) equipment purchase, (3) publicity, (4) product/package development, (5) event operation. Vehicles and items for resale are excluded. (4) Rate, ceiling, schedule, key points: Subsidy rate is uniformly up to 1/2. Ceiling is JPY 500,000 for category 1, JPY 500,000 for category 2, and a combined JPY 500,000 ceiling across categories 3+4+5. Programme period FY2026-FY2028. Submit Form 1 application, Form 2 project plan, Form 3 group profile (if a group), Form 7 tourism-association admission pledge (if non-member) to the Town Planning Division Commerce & Tourism Section. A third-party Subsidy Public-Offer Review Committee adjudicates and results are sent by selection notice.
