Summary

① Overview: To realize Zero Emission Tokyo, the Tokyo Metropolitan Government (TMG) is strengthening energy-management measures and supports introduction of Cogeneration Systems (CGS) — high-efficiency systems that simultaneously generate electricity and reuse the resulting heat for hot water, heating, and cooling. CGS is positioned as an effective balancing resource amid the expansion of renewable energy. In FY2026, the project term per case is uniformly extended to about 6 years, and fuel requirements are relaxed from the previous city-gas / hydrogen co-firing limitation to a broader set of environmentally-considerate fuels including biomass and hydrogen-only firing. The program is operated by Cool Net Tokyo (Tokyo Metropolitan Center for Climate Change Actions, a TMG public-interest foundation). ② Eligible applicants: Private-sector businesses installing CGS in buildings located within Tokyo. National and local governments are excluded. Both large enterprises and SMEs may apply, but rates and ceilings differ. Applicants must implement energy management at the CGS site and supply-target buildings, and establish a system that enables Demand Response (DR). They must also secure a temporary-stay facility for disasters at the CGS or supply-target building and publicize it via internet, etc. (SMEs may instead make efforts to secure employee safety based on the official guideline). ③ Eligible scope: (A) newly install CGS and a heat-and-power-sharing (HPS) infrastructure and connect them, or (B) newly install HPS infrastructure and connect it to an existing CGS (including connecting/expanding existing area-wide HPS infrastructure). Fuels used by the CGS must be environmentally considerate. Projects must be completed by the designated day in the 6th year from the year of grant decision. When combined with national subsidies, the program's rate is applied to all eligible expenses. ④ Rate / ceiling / schedule / application points: Large enterprise with HPS — CGS rate 1/2, ceiling JPY 400 million; HPS infrastructure ceiling JPY 100 million. Large enterprise without HPS — CGS rate 1/4, ceiling JPY 200 million. SME (regardless of HPS) — CGS rate 1/2, ceiling JPY 400 million; HPS infrastructure ceiling JPY 100 million. FY2026 budget about JPY 2 billion. Project term FY2026–FY2031 (grant applications accepted through FY2028). FY2026 application window: 16 April 2026 (Thu) – 31 March 2027 (Wed). The implementation guideline and application reception start on 16 April.
