Chino City Subsidy for SME Human Resource Development and Management Improvement
Summary
1) Overview Chino City (Nagano) runs this subsidy under the City SME HR Development Support Subsidy Outline (Notification 138/2011, revised 2025). It subsidises, within budget, expenses for HR development and management improvement by city SMEs. The outline is valid until 31 March 2027. 2) Applicants SMEs under SME Basic Act Art.2(1) with a place of business in Chino, or groups of five or more such SMEs. Eligible JSIC sectors: Construction, Manufacturing, Information Services (G-39), Wholesale/Retail, Photography (L-746), Restaurants (M-76/77), Personal Services (N-78/79), Cinemas. Excluded: tax delinquents, organised-crime members, anti-social businesses, large firms, religious corporations, schools, NPOs and general associations. 3) Expenses Two types: (a) SMEs attending HR/management training, (b) SME groups organising training (no lecture- or inspection-only events). Attendance covers course fees and mandatory texts; organising covers venue fees, lecturer honoraria, teaching and reference materials. Consumption tax and bank transfer fees are excluded. 4) Rate, cap, schedule Standard rate 1/2; 2/3 for information-services firms and DX/GX courses. Caps: attendance JPY 10,000/attendee and JPY 100,000/business/year; organising JPY 50,000/event, one per group/year. Submit Form 1 (attend) or Form 2 (organise) before the training day with a tax certificate. First-come, first-served; deadline 31 March. Form 6 report due within 30 days or by year-end.
