Chigasaki City Shopping District Vitalization Project Subsidy (Kanagawa Pref.)
Summary
The Chigasaki City Shopping District Vitalization Project Subsidy is a Chigasaki City (Kanagawa Pref.) program that adds municipal funding on top of two Kanagawa Prefectural subsidies — the 'Paper Version Kanagawa Tokutoku Campaign!' Project Subsidy and the Kanagawa Prefectural Shopping District Charm-Up Project Subsidy — to support shopping districts and similar groups within Chigasaki City. The city subsidy is layered with prefectural support to reduce the actual financial burden on shopping districts, promote regional economic vitalization, and encourage bustle creation and charm enhancement. For the former, eligible expenses include the premium (mark-up) portion of gift certificates, administrative costs, certificate-printing costs, advertising costs for the gift certificate program, certificate exchange fees, consumables, decorative banner-flag costs, and other mayor-approved expenses (venue/equipment usage, transfer fees, etc.). For the latter, eligible expenses comprise the planning/operating costs (soft project costs) listed in Appendix 2 of Article 5 of the Kanagawa Prefectural Charm-Up Subsidy Disbursement Guidelines. The subsidy rate and caps differ by project type. Under the 'Paper Version Kanagawa Tokutoku Campaign!' subsidy, the gift-certificate premium portion is fully covered at 10/10, administrative costs are also covered at 10/10, with caps of 2,000,000 yen for a single group and 5,000,000 yen for multiple groups jointly (city subsidy supports at 10/10 for shopping districts with 41+ members). Under the 'Shopping District Charm-Up' subsidy, the rate is up to 1/3 for bustle-creation projects and 1/2 for priority-focus projects, with a cap of 2,500,000 yen ('Small Group Initiatives' capped at 500,000 yen). Soft project costs are city- and prefecture-eligible expenses. The application deadline is December 4, 2026 (Friday, must arrive by deadline; closes when the budget is reached). Application documents (8 items): (1) subsidy grant application, (2) copy of prefectural grant decision notice, (3) project plan, (4) revenue/expense budget, (5) shopping district rules and member list, (6) for shopping-district projects, a copy of project terms, (7) invoice, and (8) other documents the mayor deems necessary. Performance report deadline is February 28, 2027 (Sunday): (1) performance report, (2) project implementation report, (3) revenue/expense settlement, (4) photos/documents confirming implementation status, (5) for gift-certificate projects, a store-by-store certificate exchange status report, and (6) other documents the mayor deems necessary. The city subsidy is paid in advance after the grant decision and reconciled based on submitted performance documents.
