Carbon Credit Utilization Promotion Program

① Overview: This Tokyo program supports corporations and other entities that use carbon credits purchased through the Tokyo Carbon Credit Market to offset GHG emissions from products, goods, events, services, and similar activities, and then use the verified offset for branding and promotion. The program runs from FY2025 through FY2027, with new awards available only through FY2026. ② Eligible applicants: Eligible applicants include SMEs other than sole proprietors, large companies, independent administrative agencies, schools, associations and foundations, medical corporations, social welfare corporations, and cooperatives with a Tokyo office. LLPs and voluntary groups are excluded. Applicants must have no tax delinquency, criminal disposition, organized-crime ties, public-sector investment, duplicate subsidy, or religious, political, illegal, or socially inappropriate business activity. ③ Eligible costs: The project must calculate emissions for the target activity under an identified standard, determine the required volume of credits, retire credits purchased through a source that includes the Tokyo Carbon Credit Market to offset at least 100% of calculated emissions, brand the target activity, and conduct promotion with appropriate disclosure. SMEs may claim GHG calculation consulting, branding and promotion planning consulting, and promotion costs. Non-SMEs may claim promotion costs only. Ineligible costs include labor, tax, utilities, indirect expenses, unused items, pre-application work, and costs that cannot be separated from unrelated activity. ④ Rate, cap and schedule: SMEs receive two-thirds of eligible costs up to JPY 2 million; other eligible entities receive one-half of promotion costs up to JPY 1 million. FY2026 applications are accepted from 9:00 a.m. on April 1, 2026 through 5:00 p.m. on March 31, 2027, normally by email. Only one application per entity per fiscal year is allowed, and orders or contracts made before the award decision are ineligible.
