Eligible applicants include hospitals (categorized by bed count: under 200, 200–499, 500+) and clinics with or without beds operating in Tokyo, with subsidies scaled by facility size. Subsidy benchmarks range from ¥3.75 million (clinic without beds) to ¥35 million (hospital with 500+ beds), with a 50% subsidy rate applied to the lower of the benchmark or actual expenditures. Applicants must be properly licensed medical institutions with a clear cybersecurity implementation plan.
